Fixed it for me on 9.04 today, although the checkbox has been renamed "Pointer can be controlled using the keypad"Although, I'm not completely sure whether this was caused by an update or by my connecting via VNC to remotely control my desktop.

This is toggled by Shift-NumLock, by the way. You don't have to go to the menu to change it. It can be annoying if you press that by mistake and can't work out the problem, but definitely a useful shortcut key to know.
